URL monitoring

Hi Team,
We've a requirement of monitoring around 24 instances of url's running on unique port on 4 servers. Application is hosted on IIS web servers

What we want to achieve is: 
if 18 URLs are down warning alert to be generated and if more than 22 URL's are down critical alert to be generated. What could be the best way to achievable this?
