Advice on managing servers that need to be in an Up or Down State (depending upon user need)

Hello,

I'm hoping the community here can point me in the right direction on how best to handle this scenario.

I'm used to using SCOM to monitor a group of servers for uptime to ensure they stay up.  But I've been asked to solve for a new group of servers that will be turned off or turned on based on need by the team.  For these servers it may be that one needs to be turned off and they don't want to be alerted to the shutdown event.  

Right away I think let's use maintenance mode to take these servers out of monitoring on SCOM...but how do we do this so the team doesn't continually send us email requests of when to put a server in maintenance mode and when to take it out?  We're talking almost 200 server here.  

Is there a way to allow the team using these 200 servers to do this maintenance mode themselves?  

Is there a way for them to send an instruction to SCOM to set/remove maintenance mode on a SCOM managed virtual machine?

Any advice you can give me on where to start researching on how to setup this up would be greatly appreciated.
